Folow these steps:
Go to start>run>Type gpedit.msc>Administrative Templates>Network>QoS Packet Scheduler>Click on Limit Reservable Bandwidth and check the enabled box>Change the Bandwidth limit 20% to 0 %.
Restart your PC & check the speed.
